Translate Please?

Can somebody please translate this for me? Im building a new elf folder and im customizing all elfs :-) I found this updated Color_T elf and it has a bigger cfg file. If I could just read this i could edit my color t elf a bit more. Im pretty sure it adds more lines for more colors, but there seem to be more offsets at the bottom and i dont know what they do
