not sure how it works there but usually after you have had the phone for a month or two you provider will give you the unlock code. have you tried to call them and ask for it?

You should go to Motorola authorized Service Center in your area, they do know how to solve this problem ;-) Three fails of unlock code and your phone will be completely locked..

I'm guessing that you're looking for a free way to unlock your phone right?

There is no way to unlock the v3xx free, unless smart telecom gives the code out for free.

Otherwise, go to greenhills or any other cellphone store. There are a lot of people that unlock phones in the Philippines.
